Finance Minister Dr. Cassiel Ato Forson has submitted three
key financial bills to Parliament, seeking to repeal the Electronic Transfer Levy (E-Levy), the Emissions Levy, and the 10% withholding tax on betting winnings.
The proposed legislation—Electronic Transfer Levy (Repeal) Bill 2025, Emissions Levy (Repeal) Bill 2025, and Income Tax Amendment Bill 2025—aligns with the government’s pledge in the 2025 Budget to eliminate these taxes and reduce the financial strain on individuals and businesses.
Following the submission, First Deputy Speaker Bernard Ahiafor referred the bills to the Finance Committee for review and a subsequent report to Parliament.
If approved, the repeal of these levies is expected to impact government revenue while influencing economic activities, especially in the digital finance and gaming industries.
