Bagbin, NiBS University partner to establish landmark scholarship initiative for MPs and staff

The Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin has launched a significant scholarship programme aimed at enhancing the skills and knowledge of Members of Parliament (MPs) and staff of the Parliamentary Service.

Dubbed the “Speaker’s Scholarship for Parliamentarians and Parliamentary Staff,” the initiative is a collaboration with the Noble International Business School (NiBS) University, a leading private tertiary institution in the country.

Announcing the scheme on the floor of Parliament on Thursday, June 26, Speaker Bagbin described the scholarship as a “treasured” offering from NiBS University, which he lauded as Africa’s foremost doctoral business school.

He expressed optimism that the scholarships would be instrumental in fostering continuous learning among legislators and parliamentary staff, ultimately strengthening policy research capabilities and legislative analysis within the August House. He added that the scheme would help bridge the crucial divide between academic insights and governmental practices.

Scholarship for MPs

The formal proposal for the scholarship was made during a visit by a high-level delegation from NiBS to Parliament on June 18, 2025. According to the university, the scholarship stands as a recognition of Speaker Bagbin’s “inspirational and transformational leadership and unwavering commitment to the advancement of Ghana’s democratic and institutional framework.”

Professor Kwaku Atuahene-Gima, Founder and President of NiBS University, who led the delegation, presented comprehensive details of the scholarship package. This includes substantial funding for a range of postgraduate programmes, namely a PhD in Business Administration valued at $7,599; a Doctor of Business Leadership at $6,999; a Doctor of Public Sector Innovation & Leadership at $5,599; and Master’s level programmes in various disciplines, each priced at $1,399.

Speaker Bagbin commended NiBS University for its significant contributions to the development of Ghana’s human capital and acknowledged the increasingly vital role played by private universities in driving national progress. He noted that NiBS University has been at the forefront of providing critical skills to the nation’s workforce since its establishment in 2014.

NiBS University holds accreditation from the Ghana Tertiary Education Commission and the British Accreditation Council and is a distinguished member of the Association to Advance Collegiate Schools of Business. The university’s prominent programmes include doctoral and master’s degrees in diverse fields such as leadership, public sector innovation, fintech, service design, and business administration.

Speaker Bagbin urged all MPs and staff of the Parliamentary Service to seize this valuable opportunity to further their education and enhance their leadership potential.

Contributing to a statement on the scholarship, several Members of Parliament conveyed their sincere gratitude to Speaker Bagbin for his pivotal role in facilitating the partnership with NiBS University. They hailed the initiative as a groundbreaking prospect for pursuing advanced academic qualifications while actively serving the nation. The legislators lauded the Speaker for his visionary leadership and steadfast dedication to building a more knowledgeable and efficient legislature.

The MPs assured both Speaker Bagbin and NiBS University of their commitment to upholding discipline, diligence, and integrity to fully leverage the benefits of the scholarship package. Recognising the significant responsibility that accompanies such an opportunity, they pledged to apply the acquired knowledge and skills to elevate the quality of lawmaking, policy oversight, and citizen representation.

The MPs encouraged their colleagues and staff within the Parliamentary Service to treat the scholarship with utmost seriousness and capitalise on this unique moment to refine their professional competencies. They emphasised that the privilege of accessing world-class education without financial constraints should not be underestimated and commended the Speaker for prioritising human capital development within the legislative arm of government.
