Parliament launches 2026–2030 Corporate Strategic Plan, targets accountability and public trust

Parliament has officially launched its Corporate Strategic Plan for 2026–2030, outlining a comprehensive roadmap aimed at strengthening legislative effectiveness, enhancing oversight, and deepening public participation in governance.

The Plan focuses on strengthening legislative management, improving parliamentary oversight, enhancing representation and public engagement, promoting parliamentary diplomacy, and modernising support services. It also places emphasis on digital transformation, performance management, environmental sustainability, and institutional innovation.

Speaking at the ceremony on Thursday, Speaker of Parliament described it as a bold roadmap to strengthen Ghana’s democracy and deepen public trust in governance and reflects Parliament’s commitment to openness, accountability, and inclusive participation in national development.

“This strategic plan is not your usual administrative document that adorns our office cabinets. It is a public statement of purpose and a shared commitment to strengthening parliamentary democracy,” he stated.

He noted that Ghana’s Parliament has gained international recognition for its leadership role in global parliamentary affairs, including within the Inter-Parliamentary Union and anti-corruption networks.

Mr. Bagbin said the 2026–2030 plan builds on four previous strategic plans under the Fourth Republic and is designed to overlap parliamentary terms to ensure continuity.

“We are moving ahead of the country. We are using five years so that succeeding parliaments can continue the work,” he explained.

He highlighted key reforms achieved under previous plans, including improved staff welfare, better working conditions, and a strengthened organizational structure.

He assured stakeholders that Parliament would deploy the necessary human and institutional resources to ensure the full realization of the plan’s objectives.

Speaking at the ceremony, First Deputy Speaker, Bernard Ahiafor, stated the plan was developed through broad stakeholder consultations and guided by the leadership of the Speaker and the Parliamentary Service Board and aligns Parliament’s work with the Sustainable Development Goals, the African Union Agenda 2063, and Ghana’s long-term development agenda.

According to him, the plan adopts an outcome-based, programme-driven approach to improve legislative scrutiny, parliamentary oversight, institutional transparency, diplomacy, and support services through digitalisation and capacity building.

Majority Leader, Mahama Ayariga, in his address stressed Parliament’s efforts to promote openness and accountability, particularly through the establishment of Parliament TV and the live broadcast of committee sittings.

He noted that these reforms have enabled citizens to monitor the performance of their Members of Parliament and strengthened public confidence in the institution stressed the need for committees to focus not only on how public funds are spent but also on the actual performance of state institutions, saying this would ensure that public resources are used to deliver real development outcomes.

He described the strategic plan as a homegrown document shaped by wide consultations and informed by global best practices, adding that Members of Parliament are committed to supporting its implementation.

On her part, Deputy Minority Leader, Patricia Appiagyei, said the plan represents Parliament’s collective commitment to institutional excellence and democratic accountability. She acknowledged that despite previous reforms, Parliament continues to face challenges, particularly in research support and administrative capacity and expressed confidence that the new strategy would address these gaps and improve the quality of parliamentary work.

She urged the Parliamentary Administration to provide strong leadership and coordination to ensure the successful execution of the plan. She also reaffirmed the Minority Caucus’ readiness to collaborate with the Majority, the Speaker, and the Parliamentary Service to achieve the objectives of the document.
