Controller and Accountant-General refutes claims of GH¢138bn public debt overstatement

The Controller and Accountant-General’s Department (CAGD) has rejected claims that it overstated Ghana’s public debt by GH¢138.91 billion in its 2023 Whole of Government Accounts.

The Auditor-General’s report had highlighted discrepancies, stating that while the CAGD recorded the national debt at GH¢861.4 billion, figures from the Ministry of Finance showed GH¢737.17 billion.

Appearing before the Public Accounts Committee (PAC) of Parliament on Monday, August 25, 2025, the Controller and Accountant-General, Kwasi Agyei, clarified that the issue had been addressed through a reconciliation exercise.

His explanation was corroborated by the Assistant Auditor-General in charge of Whole of Government Account Audit, Paul Affram, who confirmed that the figures had since been reconciled, thereby validating the CAGD’s position.

The Department has therefore urged the public to disregard reports suggesting it had inflated the national debt figures.
