Speaker of Parliament Alban S.K. Bagbin has dismissed an attempt by the Minority Caucus to stop the vetting of acting Chief Justice Paul Baffoe-Bonnie.
The Minority, led by Alexander Afenyo-Markin, filed a motion asking Parliament to suspend the Appointments Committee’s work until legal cases surrounding the removal of former Chief Justice Gertrude Torkornoo are resolved.
In their October 29, 2025, petition, six NPP Minority MPs argued that multiple ongoing cases at the ECOWAS Court, Supreme Court, and High Court should compel Parliament to pause the vetting and any subsequent approval processes. They further requested that Attorney-General Dr Dominic Ayine brief the House on the status of the lawsuits.

Bagbin rejected the motion outright, stating that Parliament cannot suspend its constitutional duties because of pending litigation. He warned that accepting such an argument would allow any individual to undermine parliamentary processes merely by filing a lawsuit.
According to the Speaker, neither the Constitution nor Parliament’s Standing Orders supports the Minority’s request. He therefore ruled the motion inadmissible and ordered it returned to the Minority Leader.
Bagbin’s ruling clears the path for the Appointments Committee to proceed with the vetting of Justice Baffoe-Bonnie on Monday, November 10, despite the unresolved legal battles concerning Justice Torkornoo’s exit from office.
