‘Where did the GH¢10.92bn go?’ NPP demands full breakdown of Accra-Kumasi Expressway spending

The opposition New Patriotic Party (NPP) is demanding that the government publish a comprehensive breakdown of the GH¢10.92 billion reportedly spent on the Accra-Kumasi Expressway.

According to the party, Ghanaians deserve full transparency over the expenditure of public funds.

In a press statement issued on Thursday, July 16, 2026, the NPP’s Road Sector Policy Committee said it had taken note of the 2025 Audited Annual Whole of Government Accounts published by the Auditor-General, which reported that GH¢10.916 billion had been spent under government priority programmes on the Accra-Kumasi Expressway.

According to the committee, the reported expenditure raises legitimate concerns that require detailed explanations from the government.

The statement, signed by Kennedy Nyarko Osei, Member of Parliament for Akim Swedru and Co-Chair of the NPP Policy Committee on Roads, noted that as of June 25, 2026, it was publicly known that only 89.5 kilometres, representing 50.9 per cent of the proposed right-of-way for the expressway corridor, had been cleared by the Ghana Armed Forces.

The committee argued that the reported expenditure of nearly GH¢11 billion goes beyond what has been publicly disclosed and therefore warrants a full accounting.

“We call on the Government, through the Ministry of Roads and Highways, the Ministry of Finance, and all implementing agencies, to publish a detailed expenditure report showing exactly how the GH¢10,916,912,468.56 was spent,” the statement said.

The NPP stressed that major infrastructure projects are financed with taxpayers’ money and that citizens have a constitutional right to know how public resources are utilised.

According to the Committee, releasing a detailed expenditure report would strengthen public confidence, promote fiscal transparency and reinforce the government’s commitment to accountability in executing large-scale national infrastructure projects.

Hon Osei Nyarko maintained that openness regarding the expenditure would help address public concerns and ensure confidence in the management of state resources.
