Retired Supreme Court Justice William Atuguba has described the late Rt. Hon. Justice Daniel Francis Kweipe Annan as a true embodiment of judicial integrity, fairness and commitment to the rule of law.
Speaking at a memorial lecture held in Parliament to mark the 20th anniversary of the passing of Justice D.F. Annan, Justice Atuguba said the former Speaker of Parliament represented the highest standards expected of a judge and public servant.
The event, organised to honour the life and contributions of Justice Annan, brought together Members of Parliament, judges, lawyers, public officials and other dignitaries to reflect on the legacy of one of Ghana’s foremost constitutional figures.

Justice Atuguba said the account of Justice Annan’s life captured in a commemorative book was a truthful reflection of his journey as a lawyer, judge, statesman and key figure in Ghana’s democratic transition.
According to him, Justice Annan’s career demonstrated that judicial officers could maintain independence and integrity despite operating within challenging political and social environments.
“Justice Annan was a true judge,” Justice Atuguba stated.
Justice Atuguba said Justice D.F. Annan distinguished himself by administering justice without fear or favour, refusing to allow wealth, influence or social standing to affect his decisions.
He explained that Justice Annan’s approach to judicial work reflected the core values of fairness, impartiality and respect for the law.
The former Supreme Court Justice recalled examples from Justice Annan’s judicial career where he stood firm against attempts by influential individuals to escape accountability.
According to him, those examples demonstrated that Justice Annan believed the law must apply equally to everyone.
“He was not influenced by status or power. He was guided by the principles of justice,” Justice Atuguba said.
While praising Justice Annan’s legacy, Justice Atuguba expressed concern about what he described as declining standards among some judicial officers.
Reflecting on his years at the Bar, he said Ghana had produced many excellent judges, but some had fallen short of the ideals expected of the Judiciary.
He argued that judicial officers must always remember that their responsibility goes beyond delivering judgments; they must protect public confidence in the justice system.
Justice Atuguba said Justice Annan represented the opposite of judicial conduct that undermines trust in the courts.
Justice Atuguba highlighted Justice Annan’s willingness to make difficult decisions regardless of the personalities involved.
He recounted instances where Justice Annan refused to be influenced by powerful individuals who appeared before him, stressing that his commitment was always to justice and the law.
He said such courage remains an important lesson for today’s judges and legal practitioners.
According to Justice Atuguba, Justice Annan’s legacy shows that the strength of the Judiciary depends on officers who place legal principles above personal considerations.
Justice Atuguba emphasised that judicial decisions must always be anchored in established legal principles.
Justice D.F. Annan’s Legacy
Justice Daniel Francis Kweipe Annan played a significant role in Ghana’s constitutional development.
Before becoming the first Speaker of Parliament under the Fourth Republic in 1993, he served as a judge and later chaired the National Commission for Democracy, which contributed to the consultations that preceded the adoption of the 1992 Constitution.
As Speaker from 1993 to 2001, he helped establish parliamentary traditions and conventions that continue to guide Ghana’s legislature.
Justice Atuguba said the values Justice Annan promoted — integrity, fairness, independence and respect for institutions — remain essential to Ghana’s democratic progress.
The memorial lecture formed part of activities organised by Parliament to commemorate the 20th anniversary of Justice Annan’s death on July 16, 2006.
Speakers at the event described him as a bridge-builder, constitutional statesman and one of the architects of Ghana’s Fourth Republic.
Justice Atuguba urged current and future generations of public officials to study Justice Annan’s life and uphold the principles that defined his service to Ghana.
He said preserving Justice Annan’s legacy requires a continued commitment to justice, democracy and institutional integrity.
