Dr. Charles Dwamena, National Treasurer of the New Patriotic Party (NPP) and a candidate for the party’s General Secretary position, has filed a GH¢5 million lawsuit against fintech company Hubtel Limited, accusing it of breach of contract and negligence over the management of a campaign USSD donation platform.
The suit, filed at the Commercial Division of the High Court in Kumasi, alleges that Hubtel unlawfully activated a separate USSD shortcode bearing Dr. Dwamena’s name, linked it to his campaign donation platform without his consent, and later deactivated his original campaign shortcode.
Hubtel had not publicly responded to the allegations at the time of publication, and the claims are yet to be tested in court.

According to the statement of claim, Dr. Dwamena engaged Hubtel in January 2026 to provide a USSD payment platform to collect donations for his campaign for the NPP General Secretary position.
He claims Hubtel assigned him the shortcode *713*2028#, which was integrated into his campaign website and configured to receive donations from supporters.
The plaintiff contends that Hubtel owed him contractual duties to maintain the campaign shortcode, refrain from activating similar shortcodes bearing his name without his approval, and operate the platform in accordance with the Payment Systems and Services Act, 2019 (Act 987).
Damaged reputation
Court documents allege that on April 21, 2026, officials at the NPP requested Hubtel to activate another shortcode, *714*2028#, for party-related purposes.
Dr. Dwamena claims he immediately objected to the proposal on an official communication platform, warning that activating the second shortcode could create confusion because his campaign was already using *713*2028#.
Despite the objection, he alleges Hubtel proceeded to activate the second shortcode and linked it to his campaign platform without his knowledge or consent.
According to the lawsuit, users attempting to make payments through the new shortcode allegedly saw Dr. Dwamena’s name displayed as the intended beneficiary.
Dr. Dwamena argues that the alleged linkage triggered accusations that he had diverted official NPP membership dues into his personal account.
He claims the allegations were circulated on party communication platforms and social media, causing significant reputational and political damage during his campaign for the NPP General Secretary position.
The plaintiff further alleges that Hubtel later deactivated his original campaign donation shortcode, preventing him from receiving donations from supporters at a critical stage of his campaign.
GH¢5 million damages
In the suit, Dr. Dwamena is asking the High Court to declare that Hubtel breached its contractual obligations and acted negligently.
Among the reliefs being sought are:
- A declaration that the campaign shortcode belonged exclusively to Dr. Dwamena’s campaign.
- A declaration that the activation of the second shortcode was unlawful.
- An order directing Hubtel to restore the original campaign shortcode.
- An order requiring Hubtel to provide a full account of all transactions processed through the disputed shortcode.
- GH¢5 million in general damages for alleged breach of contract and negligence.
- Exemplary damages, special damages, interest and legal costs.
The case is expected to be heard by the Commercial Division of the High Court in Kumasi, where the court will determine the merits of the claims.
