NPP General Secretary race: Dr China pitches bold welfare plan for grassroots

National Treasurer and NPP General Secretary hopeful Dr Charles Dwamena, popularly known as Dr China, has outlined an ambitious leadership vision focused on discipline, teamwork, research-driven decision-making and grassroots mobilisation ahead of the 2028 general elections.

Dr Charles Dwamena believes the next person to occupy the office of NPP General Secretary must possess the political maturity and leadership skills required to unite the party and help its flagbearer, Dr Mahamudu Bawumia, win the 2028 presidential election.

Speaking in a recent interview, Dr China said the next NPP General Secretary must be decisive, disciplined, and committed to building a strong team capable of delivering victory for the party.

According to Dr China, the General Secretary will play a critical role in determining the NPP’s organisational strength and electoral prospects ahead of the 2028 elections.

“Whoever occupies the office of the General Secretary going into the next general elections, to make Dr Mahamudu Bawumia successful and become the next president of the Republic of Ghana, that person must exhibit political maturity,” Dr Dwamena stated.

Dr Charles Dwamena strongly rejected what he described as ‘armchair’ leadership, insisting that the next NPP General Secretary must be a leader actively engaged with the party’s structures and grassroots supporters.

“Certainly, the occupant of that office must not be an armchair General Secretary. This person must be someone who believes in teamwork, not that ‘if it’s not me, it can be no one else’,” he said.

Another major component of Dr China’s vision for the NPP General Secretary position is the use of research and data to guide party decisions. The NPP, he stressed, must rely more heavily on credible research when developing political strategies and making important organisational decisions.

According to him, a research-driven approach could help the NPP better understand voter concerns, assess political trends and develop effective strategies ahead of the 2028 elections.

Dr Charles Dwamena raised concerns about the level of participation among some NPP executives at the constituency level. He claimed that in some constituencies, only a limited number of executive members are actively involved in party activities.

The NPP General Secretary hopeful said his administration would seek to ensure that every party officer has a clearly defined role and is equipped with the skills needed to perform effectively.

“Under my administration as the next General Secretary, you will not see these things. We’ll ensure every officer plays a role. Where that person lacks capacity, we will boost their capacity so they can play it very well,” he stated.

Dr China stressed that improving the capacity of party executives would strengthen the NPP’s grassroots mobilisation and make its organisational structures more effective.

He has expressed confidence in Dr Mahamudu Bawumia’s prospects and believes a well-organised, united and disciplined party will be essential to supporting his presidential bid.

Dr China said the next NPP General Secretary must therefore be prepared to work with party members at all levels to build the structures needed to compete effectively in the 2028 election.

For him, the NPP’s success will depend on political maturity, teamwork, research-based decision-making and an active grassroots base.

At the centre of Dr Charles Dwamena’s vision are five key priorities:

  • Political maturity in party leadership
  • Discipline and accountability within the NPP
  • Teamwork and inclusive leadership
  • Research-driven decision-making
  • Stronger welfare and grassroots mobilisation

These priorities, he said, can help create a more united and effective NPP capable of preparing successfully for the 2028 elections.
