The Office of the Special Prosecutor (OSP) has formally charged former Board Chairman of the Ghana Airports Company Limited (GACL), Paul Adom-Otchere, and two others in connection with a controversial revenue assurance contract. Mr. Adom-Otchere remains in custody after failing to meet his bail conditions.
According to the OSP, the veteran broadcaster and journalist was interviewed and charged alongside Otchere Kwame Baffour Awuah, Group Executive for Commercial Services at GACL, and Albert Adjetey Adjei-Laryea, Chief Executive Officer of Devnest Systems.

Mr. Adom-Otchere has been unable to satisfy bail conditions that require him to provide two landed properties registered in his name. In a statement, the OSP disclosed:
“Mr. Adom-Otchere has informed the Office that he does not own any landed property in Ghana. As such, he remains in lawful custody until the bail conditions are fulfilled.”
The probe relates to a revenue assurance contract awarded by GACL to a private firm allegedly linked to the proprietor of Strategic Mobilisation Ghana Ltd (SML). The OSP is investigating suspected procurement breaches, particularly the award of a sole-sourced contract to a company not approved by the GACL Board.
The OSP’s preliminary findings suggest possible misconduct in the procurement process, with a focus on bypassing established board approvals.
“We are investigating the circumstances under which the contract was awarded and whether there was deliberate circumvention of procurement laws,” a senior official at the OSP told this reporter.
Efforts to reach Mr. Adom-Otchere’s legal team for comment were unsuccessful as of press time.
The matter has stirred public interest, given Mr. Adom-Otchere’s high-profile role in media and his former position at GACL. The case is expected to proceed with further interrogations and possible court action in the coming days.
