EXIM Bank loan: Chairman Wontumi implicated in alleged fake receipt case

The Attorney-General and Minister for Justice, Dr. Dominic Ayine, has revealed that Ashanti Regional Chairman of the New Patriotic Party (NPP), Bernard Antwi Boasiako, popularly known as Chairman Wontumi, allegedly submitted a falsified document to the Ghana Export-Import (EXIM) Bank to access a GH¢4 million loan meant for the purchase of agricultural machinery.

According to him, investigations conducted by the Economic and Organised Crime Office (EOCO) confirmed that the document Chairman Wontumi presented as proof of payment was not genuine.

Speaking at the Accountability Series on Monday, December 22, Dr. Ayine stated that on March 18, 2018, Chairman Wontumi presented documents allegedly from Casama Enterprise, claiming they were receipts for the purchase of heavy-duty machinery, including excavators and bulldozers. However, EOCO investigations determined that the document was fabricated.

Dr. Ayine explained that Chairman Wontumi had earlier requested a pro forma invoice from Casama Enterprise as part of the transaction.

Rather than completing payment, he allegedly altered the invoice by changing its description into a “receipt”, submitting it to EXIM Bank as proof of payment after the loan had already been disbursed.

He further revealed that the owner of Casama Enterprise confirmed to EOCO that no payment was made, and the only document issued to Wontumi Ghana Limited remained the original pro forma invoice. Despite follow-ups from the company, the purchase was never completed.

The Attorney-General emphasised that the case underscores the urgent need to strengthen loan approval systems, reinforce transparency, and protect public funds from abuse.
