Finance Minister Dr Cassiel Ato Forson is expected to announce the government’s New Economic Policy when he presents the 2026 Mid-Year Budget Review to Parliament on Thursday, July 23.
The policy is expected to outline the Mahama administration’s next phase of economic management, shifting Ghana’s focus from macroeconomic stabilisation to sustainable growth, job creation and long-term economic transformation.
The presentation is also expected to provide an update on the implementation of the 2026 Budget and the country’s overall economic performance during the first half of the year.

According to government sources, the New Economic Policy will build on the fiscal consolidation and economic recovery measures introduced since the current administration assumed office.
The policy framework is expected to prioritise: sustainable job creation, higher productivity across key sectors, economic resilience, private sector growth and inclusive and broad-based economic development
Government believes the new strategy will consolidate recent macroeconomic gains while positioning Ghana for stronger long-term economic expansion.
IMF Programme
A key component of the 2026 Mid-Year Budget Review will be an update on Ghana’s engagement with the International Monetary Fund (IMF).
Dr Ato Forson is expected to brief Parliament on the successful completion of Ghana’s Extended Credit Facility (ECF) programme and the country’s transition to the Policy Coordination Instrument (PCI).
The Minister is also expected to explain how the government intends to sustain fiscal discipline while maintaining economic stability beyond the IMF-supported programme.
The Finance Minister is expected to provide a detailed report on Ghana’s external debt restructuring programme and its impact on the economy.
His presentation is also expected to highlight improvements in Ghana’s debt sustainability following recent assessments by the IMF, while outlining the government’s strategy for maintaining prudent debt management.
The update is likely to reassure investors, development partners and financial markets about Ghana’s improving macroeconomic outlook.
Parliament is also expected to receive a comprehensive report on government finances during the first six months of 2026.
Dr Ato Forson is expected to present revenue performance
Public expenditure trends, debt servicing updates, fiscal deficit outlook, economic growth indicators, and employment and investment initiatives.
The Minister is also expected to announce any necessary adjustments to the 2026 Budget in response to current economic conditions.
The government is expected to outline additional measures to boost domestic revenue mobilisation, protect critical sectors, and sustain investor confidence.
Mid-Year Budget Review
The Mid-Year economic policy review is presented in accordance with Section 28 of the Public Financial Management Act, 2016 (Act 921).
The law requires the Finance Minister to report to Parliament on the implementation of the approved national budget and provide an updated fiscal outlook for the remainder of the financial year.
The exercise enables Parliament, investors, businesses, development partners and the public to assess Ghana’s economic performance and monitor government’s fiscal management.
With expectations high, this year’s Mid-Year Budget Review is anticipated to provide a clear roadmap for Ghana’s economic direction during the second half of 2026.
