From vision to action: Dr. China’s welfare policy spurs reform calls in NPP race

Dr. Charles Dwamena, widely known within the New Patriotic Party (NPP) as Dr. China, is emerging as a strong voice in the party’s internal reorganisation debate, with renewed attention on his grassroots-focused policy proposals.

As the NPP intensifies discussions ahead of its internal elections, Dr. China’s track record as National Treasurer is being cited by supporters as evidence of his commitment to improving the welfare of party members at the base.

Central to this narrative is his proposed Group Accident Insurance Scheme, a policy initiative designed to provide financial protection for party members. The scheme, which was never implemented, sought to allocate a small portion—GH¢1.47—from the minimum annual dues of GH¢ 24 to insure members in good standing.

Under the proposal, beneficiaries would have been entitled to compensation of up to GH¢100,000 in cases of accidental death or permanent disability. It also included provisions for weekly income support during temporary disability and medical coverage of up to GH¢10,000.

Supporters of Dr. China argue that the policy represented a practical and sustainable approach to grassroots empowerment, moving beyond rhetoric to tangible benefits.

They further claim that the proposal received overwhelming endorsement, with reported grassroots approval exceeding 98 percent.

Despite this backing, the initiative was not rolled out, a development some within the party describe as a missed opportunity to strengthen member loyalty and institutional support systems.

Former Polling Station Organizer Obiri Yeboah, who has thrown his weight behind Dr. China’s bid for the position of General Secretary of the NPP, noted that the episode has become a reference point in ongoing conversations about internal reforms within the NPP, particularly regarding the gap between policy proposals and execution.

He argued that Dr. Dwamena’s decision to contest for the position of General Secretary is driven by a desire to address these structural challenges and ensure that similar initiatives are fully implemented.

He maintains that this vision is anchored on repositioning the party to prioritise continuous engagement, protection, and empowerment of its grassroots, rather than limiting such efforts to election periods.

As the race for the General Secretary position gathers pace, political analysts say the emphasis on welfare-driven policies could shape the tone of the contest, especially at a time when the party is seeking to rebuild cohesion and reconnect with its base.
