PDS Scandal: More arrests needed – Benjamin Nsiah

Energy Analyst Benjamin Nsiah is urging authorities to significantly widen the scope of investigations into the controversial Power Distribution Services Ghana Limited (PDS) scandal, warning that limiting the probe to a few suspects could obscure the full scale of alleged wrongdoing.

His call follows the recent arrest of four individuals in connection with the alleged disappearance of GH¢850 million belonging to the Electricity Company of Ghana (ECG). This development has reignited public concern over accountability in Ghana’s energy sector.

Speaking to Citi News, Nsiah acknowledged the arrests as a positive step but cautioned against treating them as the conclusion of the matter.

Instead, he argued that the situation demands a deeper, more comprehensive investigation that goes beyond immediate suspects to examine institutional roles and systemic failures.

According to him, the nature of the alleged infractions suggests possible coordination across multiple levels, making it critical for investigators to scrutinise both direct actors and those who may have played indirect roles in facilitating questionable transactions linked to the PDS arrangement.

Nsiah stressed that agencies such as the Millennium Development Authority, as well as officials within ECG and past leadership at the Energy Ministry, should all fall within the ambit of the probe.

“It is important that the government’s legal action does not stop at a few arrests,” he noted. “A broader inquiry will help uncover the depth and seriousness of what may well be an organised scheme.”

The PDS deal, once touted as a major step toward reforming Ghana’s power distribution sector, has since become one of the most disputed episodes in the country’s recent energy history, raising persistent questions about due diligence, oversight, and financial accountability.
