Afari Military Hospital 98% complete, only US$500K outstanding – NPP

The New Patriotic Party (NPP) has rejected claims that the Afari Military Hospital project is only 60% complete, insisting that official records show the facility had reached 98% completion by January 2025.

In a statement issued by the NPP Policy Committee on Health, the party said the 500-bed hospital is not at a partial stage of construction and only requires the completion of a small balance of work before it can become operational.

The statement was signed by the Co-Chair of the NPP Policy Committee on Health, Dr Nana Ayew Afriyie, alongside other members of the committee.

According to the party, records from the Project Implementation Unit of the Ministry of Defence indicate that as of September 2024, the core hospital had reached 92.5 per cent completion, with overall completion rising to 98 per cent by January 2025.

The statement detailed that civil works on the core hospital stood at 97.5 per cent, architectural works at 87 per cent, support facilities, including staff housing, at 77 per cent, roads at 80 per cent, and landscaping at 77 per cent.

The NPP also disputed claims by government officials that approximately US$85 million is needed before work can resume on the project.

According to the party, there is no record at either the Ministry of Finance or the Ministry of Defence to support such a claim.

It explained that the original contract sum of US$180 million, financed through a loan facility, had been paid in full.

Additionally, a negotiated sum of US$19.3 million, paid by the Government of Ghana for delays arising from earlier relocations of the project, had also been fully settled.

The party further stated that a separate claim originally exceeding US$5.5 million was negotiated down to US$3 million, out of which US$2.5 million had already been paid.

“On the available records, the only amount outstanding to the contractor is US$500,000,” the statement noted.

The party traced the project’s history to 2008 when it was first contracted for a site at Sofoline in Kumasi before being relocated several times and eventually sited at Afari. Physical construction commenced in 2014.

According to the statement, the project stood at approximately 40 per cent completion by December 2016 and progressed to 98 per cent completion between January 2017 and January 2025.

The NPP, therefore dismissed suggestions that no work had been undertaken during the eight years, insisting that the documented record demonstrated substantial progress.

The party stressed that it wants the Afari Military Hospital completed and operational to serve both the Ghana Armed Forces and residents of the Ashanti Region.

It urged the government to settle the outstanding US$500,000, complete the remaining works, and ensure that any additional payment requests are backed by verifiable records before public funds are committed.
