Attorney-General drops all charges in Saglemi Housing project case

The Attorney-General and Minister of Justice, Dr. Dominic Ayine, has in a significant legal development, formally withdrawn all charges against former Works and Housing Minister Collins Dauda and four others linked to the Saglemi Housing Project.

The decision was communicated through a ‘nolle prosequi’ notice filed at the High Court (Financial Division 1) in Accra on Friday, February 7, 2025.

The notice confirms that the state will no longer pursue legal action against Collins Dauda, Kweku Agyeman-Mensah (former Minister for Water Resources, Works, and Housing), Alhaji Ziblim Yakubu (former Chief Director of the Ministry for Water Resources, Works, and Housing), Nouvi Tetteh Angelo (CEO of Ridge Management Solutions Ghana Limited), and the late Andrew Clocanas (former Executive Chairman of Construtora OAS Ghana Limited).

The withdrawal, signed by Dr. Ayine, effectively terminates the prosecution’s case against the accused.

The defendants had been facing 70 counts of allegedly causing financial loss to the state in connection with the $200 million Saglemi Affordable Housing Project.

The case, initiated during the Akufo-Addo administration, accused Collins Dauda, Kweku Agyeman-Mensah, and Alhaji Ziblim Yakubu of playing central roles in the planning and execution of the housing deal. Andrew Clocanas and Nouvi Tetteh Angelo were also implicated in alleged financial irregularities tied to the project.

The Attorney-General’s decision to discontinue the case marks a pivotal moment in the long-standing legal saga, raising questions about the future of accountability in high-profile state projects.
