GH¢20m paid for hospital, no work done: PAC summons Okoe-Boye to account

The Public Accounts Committee (PAC) of Parliament has summoned former Health Minister, Dr. Bernard Okoe-Boye, to appear before it over a controversial payment of GH¢20 million in mobilisation funds for a Parliamentary Service Hospital project that is yet to take off.

Also summoned before the Committee is the former Administrator of the District Assemblies Common Fund (DACF) and the accountant involved in the transaction, to testify.

The summons follows damning revelations contained in the Auditor-General’s report presented to the Committee on April 1, 2026, which disclosed that the substantial payment was made despite no physical work having commenced on the project.

According to the report, the GH¢20 million was disbursed on December 31, 2024, under the administration of former President Nana Addo Dankwa Akufo-Addo.

Further findings indicate that Dr. Okoe-Boye signed the contract for the hospital project during his tenure as Minister for Health.

During proceedings on Wednesday, the current DACF Administrator, Michael Yamson, attributed the delay to a change in the project’s location—from the Parliamentary enclave to the premises of National Security.

However, members of the Committee rejected the explanation, with the Ranking Member, Samuel Atta Mills, demanding clarity and accountability over the payment.

“Hon. Okoe-Boye will also have to appear and let us know. The company that took the money should also appear. Because GH¢20 million—what time are they going to build the hospital?” he queried.

The PAC is expected to continue its probe as it seeks to unravel the circumstances surrounding the payment and ensure accountability for the stalled project.
