New Patriotic Party (NPP) National Treasurer and General Secretary hopeful, Dr. Charles Dwamena, has vowed to pursue legal action against individuals he believes are behind an alleged attempt to associate his name with a ‘fraudulent’ fundraising shortcode.
Dr. Dwamena, popularly known as Dr. China, said he would not allow what he described as cyberbullying and a deliberate attempt to damage his reputation to go unchallenged.
Speaking to journalists, the NPP National Treasurer said he had taken fintech company Hubtel to court over the matter and is determined to see the legal process through to its conclusion.
“You will not bully Dr. China and go scot-free because Dr. China is not a pushover,” he stated.

Dr. Dwamena’s comments follow the circulation of a shortcode, *714*2028#, which he said was falsely presented on social media as an alternative NPP fundraising platform.
He insisted that the NPP’s official shortcode for party payments remains *920*270# and that the party had not authorised the disputed shortcode as an alternative payment channel.
According to Dr. Dwamena, Hubtel had earlier issued *713*2028# to his campaign team in January 2026 for private donations towards his campaign to become NPP General Secretary.
He said he subsequently became aware of efforts to activate another shortcode, *714*2028#, and raised concerns that the similarity between the two codes could confuse.
Dr. Dwamena claimed that despite his objections, the disputed shortcode was activated and allegedly linked to his existing campaign shortcode in a manner that caused his name to appear when the number was dialled.
He maintained that he had not authorised the use of his name in connection with the *714*2028# shortcode.
“I have not authorised Hubtel to activate any *714 in my name. And so, if it so happens that my name is out there with *714, I need an explanation. The campaign team needs an explanation,” he said.
‘This is cyberbullying’
Dr. Dwamena described the alleged incident as part of a broader attempt to bully him online and damage his reputation ahead of the NPP’s internal elections.
According to him, he considers the issue serious enough to warrant legal action because, in his view, allowing such conduct to go unchallenged could encourage similar attacks against other people.
“It will be victory for Ghana, not just for Dr. Charles Dwamena. It will be victory for anybody who has been bullied on the internet,” he said.
The NPP Treasurer said he had contacted Hubtel’s Chief Executive Officer to seek clarification and had allowed the company to resolve the matter.
However, he claimed that neither the company nor other parties involved took satisfactory action, leading him to pursue legal remedies.
Accountability
Dr. China said the purpose of the court action is to establish what happened, identify those responsible and ensure that anyone found to have acted unlawfully is held accountable.
He rejected suggestions that the matter should be ignored because the alleged attempt had not achieved its intended purpose.
“The fact that it failed doesn’t mean we should sweep it under the carpet. We need to interrogate it, get to the bottom of it, so that we can punish them for what they did,” he said.
He argued that a thorough investigation would serve as a deterrent to others who might consider using digital platforms to misrepresent individuals or political campaigns.
Dr. Dwamena also called on Hubtel to be more proactive in protecting the reputation of customers and users of its platforms.
He said technology companies must take swift action when their platforms are allegedly used in ways that could cause reputational damage.
Dr. Dwamena expressed confidence that the court process would help establish the facts surrounding the disputed shortcode and determine whether any wrongdoing occurred.
