As the New Patriotic Party (NPP) prepares for its next phase of internal reorganisation and looks ahead to the 2028 general elections, Dr Charles Dwamena, popularly known as Dr China, is presenting his experience, discipline and administrative record as key qualities for the position of General Secretary.
Dr Dwamena is not new to the NPP’s organisational and political affairs. His supporters point to a career spanning party administration, campaign organisation, diplomacy and financial management as evidence of his readiness to take charge of the party’s administrative machinery.
He previously served as Deputy Ambassador of Ghana to the People’s Republic of China and as Director of Finance and Administration at the NPP’s headquarters.

He also served as Secretary to the NPP’s 2016 National Campaign Team, which played a key role in the party’s campaign that culminated in Nana Addo Dankwa Akufo-Addo becoming President in 2017.
His involvement with the party also includes his role as a founding member of the NPP China Branch, where he served as Branch Chairman for two terms. He has further served as Chair of the Asia Pacific Caucus of the NPP.
Dr Charles Dwamena was also the NPP’s representative to the 2016 ECOWAS Commission Internal Party Democracy and Administration Process and represented the party at the 2016 UNDP Democratic Governance Cluster Annual Retreat.
He currently serves as the National Treasurer of the NPP and has offered himself for consideration as the party’s next General Secretary.
Experience across multiple areas
For supporters of Dr Dwamena, his record across different areas of public and party service gives him an advantage in a contest that requires more than political popularity.

He has also proposed initiatives including business incubation, human-resource empowerment and accidental insurance for party supporters and polling-station executives.
Another proposal is the development of a modern NPP national headquarters complex that could serve administrative, training and conference purposes while also preserving the history of the party.
The proposals form part of a broader argument that the NPP needs to strengthen its institutional structures rather than focus only on electoral contests.
Academic and professional background
Dr Dwamena’s supporters also highlight his academic and professional credentials.
He is a medical doctor with additional training in finance, administration and leadership. His academic background includes a PhD in Political Financing, an MSc in Clinical Sciences with a specialisation in Otolaryngology-ENT from Plymouth University, and an MBA in Leadership and Sustainability from the University of Cumbria.
He also holds a Bachelor of Medicine, Bachelor of Surgery (MBBS) from Wenzhou Medical University and a Cambridge CELTA teaching certificate.
The combination of professional training and political experience gives him a broad perspective on leadership and organisational management.
The choice before NPP delegates
The contest for General Secretary comes at a critical point for the NPP, with the party seeking to rebuild its structures and strengthen its electoral machinery ahead of 2028.
