Minister for Finance, Dr. Cassiel Ato Forson, has called on Ghanaians to embrace tax compliance as a civic and moral responsibility essential for national development.
Dr Forson made the call after he and his deputy, Hon. Thomas Nyarko Ampem, filed their annual tax returns on Thursday, stressing that leadership must be demonstrated through action.

“We did so for a simple reason: leadership must be demonstrated, not declared,” he stated in a social media post.

Dr Forson commended Ghanaian taxpayers for their consistent contributions to national development, noting that tax compliance remains the backbone of governance and economic progress.

He emphasised that all citizens — including public officials, professionals, and businesses — are equal before the law and must fulfil their obligations by filing their tax returns.

“Compliance is not just a legal obligation. It is a moral responsibility. When each of us pays our fair share, the burden is distributed more equitably and development is accelerated,” he noted.

The Finance Minister stressed the critical role of tax revenue in funding essential public services such as education, healthcare, infrastructure, and national security.

He further praised the efforts of the Ghana Revenue Authority, particularly during the recently observed Tax and Good Governance Month in April, describing it as a vital platform for promoting voluntary compliance.

Dr Forson urged the GRA to intensify public education and continue reforms aimed at simplifying tax processes, reducing compliance costs, and improving transparency.

He assured that the Ministry of Finance stands ready to support the Authority in fully delivering on its mandate.

The Minister also encouraged individuals and businesses yet to file their returns to do so promptly, advising them to seek guidance and leverage available digital platforms.

“A strong tax culture strengthens economic stability, deepens accountability, and builds a fairer society,” he added.

He appealed for collective commitment to integrity and compliance in building a transparent, resilient, and prosperous Ghana.
