Dennis Miracles Aboagye granted GH¢50m bail in EOCO investigation

Former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD), Dennis Edward Aboagye, has been granted bail in the sum of GH¢50 million with three sureties, two of whom must be justified, as investigations into an alleged GH¢55 million financial misconduct continue.

The bail was granted after the Economic and Organised Crime Office (EOCO) arrested Mr. Aboagye, popularly known as ‘Miracles’, in connection with ongoing investigations into alleged financial and procurement irregularities at the IMCCoD Secretariat.

The investigation also involves the Secretariat’s former Accountant, Gerald Appiah, who is being probed over the same matter.

In a statement issued on July 13, 2026, EOCO explained that the investigation followed a petition submitted by the current Executive Secretary of IMCCoD requesting further inquiries into a forensic audit covering the period from August 1, 2022, to February 2, 2025.

According to the anti-graft agency, investigators are examining the alleged misappropriation, diversion, misapplication and theft of approximately GH¢55 million in public funds.

EOCO said Mr. Aboagye, Mr. Appiah and other individuals are being investigated for several suspected offences, including: Conspiracy to steal; stealing; using public office for profit; causing financial loss to the state; dissipation of public funds; defrauding by false pretences; money laundering and other related offences

The Office disclosed that Mr. Appiah has voluntarily begun refunding part of the funds linked to the investigation. However, it stressed that the refunds do not bring the investigation to an end or exempt any suspect from possible criminal prosecution.

EOCO revealed that fresh developments in the investigation prompted it to activate an operation to arrest Mr. Aboagye.

The Office said a stop order had been issued to prevent him from leaving the country, but investigators later discovered he had already travelled abroad before the directive took effect.

Upon his return through the Kotoka International Airport on Saturday night, officers of the Ghana Immigration Service enforced the stop order before handing him over to EOCO on Sunday morning.

Investigators subsequently conducted a search operation with Mr. Aboagye, with EOCO indicating that further searches are expected as investigations progress.

EOCO stated that Mr. Aboagye’s bail was granted in accordance with the 1992 Constitution and Ghana’s legal framework.

The Office also noted that Mr. Appiah was expected to complete his bail requirements to secure his release while investigations continue.

EOCO assured the public that it remains committed to conducting the investigation professionally, fairly and within the confines of the law while safeguarding the constitutional rights of all persons involved.

The anti-corruption agency said it would provide additional updates as the case progresses.
